Alcatel wins Euro 21 million GSM/GPRS network expansion contracts with SMARTS

21st May 2004 - Alcatel announced today the signature of a series of contracts for the total amount of Euro 21 million with SMARTS, a leading regional mobile operator in Russia. The contracts call for the delivery of Alcatel mobile solutions to extend SMARTS GSM/GPRS network.

Thanks to this project SMARTS will be able to optimize its existing mobile infrastructure, improve quality of communication in six cities of the country and accelerate the deployment of new mobile multimedia services, particularly GPRS-based services. The equipment will be delivered in phases with completion scheduled by the end of 2004.

In the initial phase of this project, to be completed in July 2004, Alcatel will cover the cities of Samara and Toliatti. In the second phase, Alcatel will supply and install significant GSM/GPRS network extensions in Samara and Toliatti, as well as in Kazan, Naberezhnye Chelny and Saratov.

To achieve that, Alcatel will deliver and operationalize its Evolium? end to end mobile solutions including Base Station Subsystems (BSS) and Core network (Mobile Switching Centers and GPRS subsystems) solutions. Furthermore, Alcatel will install three new Alcatel 1000 switching systems to provide a large suite of high quality, new telephone services to fixed subscribers in this area.

The natively multi-standard design of the Evolium? solutions allows the smooth and cost-effective introduction of new capabilities such as EDGE and UMTS on existing Evolium-powered networks such as the implementation of applications for enhanced broadband mobile multimedia services.

Gennady Kirushin, general director of ZAO SMARTS, commented, "We have partnered with Alcatel for a long time developing GSM infrastructure in Povolzhie region. Implementation of this project will allow us to further extend our network and offer a competitive quality of communication to our customers. Thanks to the existing Alcatel's Open Services Platform we will be able to offer advanced GPRS-based services and ensure development of our network towards 3G ".

Marc Rouanne, chief operating officer of Alcatel's mobile communications activities added, "The pace of mobile communications development in Russia is extremely impressive both in the major cities and in the regions. Alcatel's technological expertise together with its worldwide and local experience contribute to the further penetration of mobile communication in Russia".

Alcatel's presence in the Russian Federation is steadily evolving with equipment being currently installed in more than 30 cities. Today, Alcatel is the leading supplier for Russian telecom infrastructure.
