16th - Ellacoya Networks announced SmarTone-Vodafone, Hong Kong’s leading mobile services company, has deployed the Ellacoya solution network-wide to enable the management of application quotas and service plans based on megabytes or minutes.

The systems were installed and integrated into the SmarTone-Vodafone network by Interactive Technology Limited (ITL), an Ellacoya preferred partner and premier solution provider to the Asia-Pacific mobile and fixed telecommunications industry.

Ellacoya has added specialized support for mobile wireless networks within its IP Service Control System product line. The new functionality provides mobile operators with enhanced data management capabilities to support the increasing demand for IP services on mobile devices and the migration to third generation (3G) access speeds. Integrated with the mobile operator’s operations support system (OSS) through Ellacoya’s Application Programming Interface (API), the system enables quota-based service delivery and billing on a per-application and per-subscriber basis as well an enhanced structure for service plan tiers.

“With the migration to 3G and the availability of high quality applications on mobile devices, operators are adopting new service strategies to meet customer demand,” said Gerald Wesel, chairman and CEO, Ellacoya Networks. “Our solution allows progressive mobile operators like SmarTone-Vodafone to offer meaningful service differentiation to its current and prospective subscribers.”

According to Mr. Douglas Li, CEO of SmarTone-Vodafone, delivering broadband speeds to mobile devices for applications such as video streaming, gaming and file sharing is necessary to meet customers’ growing demand for these services. This helps unleash their lives with true broadband freedom. “The Ellacoya system enables us to deliver new mobile broadband services using a quota-based model that is both proven and familiar to our customers,” Mr. Li said. “With a finite amount of bandwidth available on the network, it enables us to deliver these services with the consistently high quality of experience, anytime, everywhere, our customers expect from SmarTone-Vodafone.”

The Ellacoya mobile broadband solution enables application usage (e.g., video streaming, gaming, etc.) measurement by megabytes or by minutes, active notification of quota limits and the ability to upgrade/extend service in real-time. Its quota management functionality detects applications, keeps track of usage per-application and works with the service provider’s OSS to apply quotas based on the specific subscriber’s service plan.

Furthermore, the system’s new multi-level traffic management functionality provides simultaneous enforcement of network policies with 17 different priority levels based on application, subscriber, group of subscribers or wireless access network device. This enables wireless service providers to create multiple service tiers and manage IP access networks efficiently in real time so that bandwidth is fairly divided among active subscribers and that the highest value traffic, as defined by each subscriber’s service plan, takes priority.
